Patty Crenshaw
Assistant City Manager/Human Resource Director

Patty Crenshaw is a native East Texan who joined the City of Jacksonville in 2013 as Human Resource Director. She was promoted to Assistant City Manager in 2015. Patty brings over 20 years of experience in human resources management. She holds a Bachelor of Science in Management from the University of Phoenix and a Master of Science in Human Resource Development from the University of Texas at Tyler.

Mission Statement 

The City of Jacksonville Human Resource Department provides leadership to and works in partnership with other departments within City Government in order to promote managerial and workforce excellence while fostering an understanding and observance of regulatory requirements. 


The Department of Human Resources goal is to support City Government as it attracts, retains, and rewards a talented and diverse workforce with the skills necessary to meet the City’s objectives in an efficient and cost effective manner. The Department adds value to the City by providing a variety of human resource services. 


  • Attract, develop and support a diverse community of City employees who are engaged in their work, and motivated to perform at their full potential.
  • Increase the efficiency, effectiveness, and value of our Human Resources systems, processes and practices.
  • Provide greater transparency, communication, and accountability for Human Resources processes and services.
