The City applied for a Texas Parks and Wildlife Department Boating Access Grant for the improvement of the Lake Jacksonville Recreation Area in September of 2019. This project seeks to add two additional boat ramp lanes, a boat trailer turnaround, additional boat trailer parking, two new mooring docks, a new gas pump, a new restroom facility, new sidewalks, and a new swimming pier.
The Boating Access Grant Program provides 75% matching fund grant assistance to construct new, or renovate existing, public boat ramps that provide public access to public waters for recreational boating. The State Boating Access Program receives funding from the Federal Aid in Sport Fish Restoration Act. Funds for the federal program are derived from the federal gasoline tax generated by sales of gasoline for recreational motorboats and a federal excise tax on the sales of fishing tackle and trolling motors.
Due to unforeseen requirements added to the project by US Fish and Wildlife, the project is delayed until Texas Parks and Wildlife can establish a new process for meeting the requirements. At this time, a construction timeline is unknown.
On 2/17, staff met with the design engineer (SPI). They expect TPWD to finalize the local agreement for construction soon. The project is expected to be ready to bid by April. Staff will seek City Council direction on construction timing.
US Fish and Wildlife issued a new requirement to Texas Parks and Wildlife before the construction grant can be awarded for the project. This new requirement will push the project well into 2024 before the grant will be awarded and construction begins.
Environmental assessment submitted for review. Once the review is back and the proper 30-day notices are complete, the project will transition from planning to construction. Construction expected to begin after Labor Day.
US Fish and Wildlife issued a new requirement for an additional environmental assessment. It should be complete by the end of the year.
Project plans are 100% complete. They were submitted to US Fish and Wildlife for review and approval. Should approval be given by October 2022, the project will be bid for construction by the end of the year.
90% plans complete. Project should be ready to bid for construction by the end of the summer.
Final plans and bid documents will be ready by mid-summer 2022.
Letter of authorization issued for construction by the Army Corps of Engineers.
Construction is slated for late summer/early fall 2022. Below is an elevation of the new restroom structure. The design will reflect the look and feel of Love's Lookout.
The City Council approved a contract with Shaumberg and Polk Inc. totaling $333,000 for engineering services related to the boating access grant.
