Community and Public Services

The Community and Public Services Director works under the general administrative direction of the City Manager and is responsible for the management, supervisory, technical, and clerical staff of the Community and Public Services Department. The department consists of:

  • Infrastructure Technology (IT)
  • Parks & Recreation
  • Sanitation
  • Streets
  • Waste Water
  • Water

Special projects are performed as needed and approved by the City Manager.

Customer Service Center

  • The Customer Service Center (CSC) has relocated to 1220 S. Bolton Street. Hours of operation are 8am- 5pm Monday- Friday, 903-589-3510. The City intends the CSC to be a one-stop location for all customer service needs, including water bill payments and business for all aspects of your utility accounts, purchase of water and sewer taps, applying for building permits, campground reservations, reserving pavilions at City parks, Buckner Park swimming pool lesson sign ups or inquiries, reporting street issues, and requesting special pickups and bulky pickups.
  • The drive-thru, located at 215 E. Rusk, will remain open for payments ONLY. As of August 1st, the walk-in lobby at this location will not be available.
